Active Transportation Advisory Committee

Statement of Purpose

The Active Transportation Advisory Committee (ATAC) is a volunteer committee established to provide advice to Council and staff on policies, strategies and programs related to the development, implementation and sustainability of active transportation in St. Catharines, including on road facilities and off road trails. The Committee will encourage and promote active transportation and will provide input on related matters within the City.

The Committee will:

  • Advise on strategic priorities relating to active transportation directions, policies, and guidelines to implement the City's commitment to active transportation in the Sustainability Plan and the Garden City Plan;
  • Provide input on various active transportation issues and initiatives, including inter-municipal and other agency links;
  • Increase public awareness and understanding of active transportation initiatives in the City;
  • Assist in measuring, monitoring and celebrating successes with respect to active transportation initiatives, including active transportation facility construction and support programming (encouragement, education and enforcement) on an ongoing basis;
  • Provide input on the active transportation component of the Transportation Master Plan as it is developed, implemented, and updated; and
  • Explore and report best practices for a safe, accessible Active Transportation system and assist in encouraging a culture of safe cycling in the City.


The Committee shall be comprised of up to 7 citizen members as follows:

  • 7 citizen members

In addition, the following organizations shall also be invited to participate by each sending a representative to committee meetings. These representatives shall be non - voting and will not count toward quorum.

  • A representative from the Niagara Regional Police Service.
  • A citizen representative from Niagara Region's Cycling Committee.
  • A staff representative from Niagara Region.
  • A staff representative from St. Catharines Transit Commission.

Reporting Structure 

The Committee reports to Council through the Social Sustainability Committee. The Chair of the Active Transportation Advisory Committee will also be a member of the Social Sustainability Committee.

Administrative support to the Committee shall be provided by the Transportation and Environmental Services department, which shall assign a Secretary to the Committee.

Additional staff resources as required from time to time will be provided by the department.
