Howes Park forms part of the Port Dalhousie Harbour Walkway and the Waterfront Trail and is the home to the First Lock of the Third Welland Canal and the Lock Tender's Shanty.

On July 29, 2015 City Council officially named Howes Park. This park is named in honour of A. Stewart Howes (passed away December 16, 1982) and David S. Howes (passed away January 12, 2015).

A. Stewart Howes founded Lincoln Fabrics Ltd. in 1955. Today Lincoln Fabrics is recognized for its business accomplishments as well as its generous contributions to the community. In 1999 a monument was installed in Rennie Park recognizing his support of rowing in St. Catharines.

David S. Howes became CEO of Lincoln Fabrics Ltd. in 1983 and was a long-time supporter of local organizations, Brock University and the community. David was involved in the Business Education Council, Wise Guys Charity Fund, Niagara Health System's North Niagara Campaign Cabinet, St. Catharines Community Fund development team  and the St. Catharines Sports Hall of Fame. David was also part of the St. Catharines Athlete and Sports Person of the Year selection committee, the Brock University Board of Trustees, the City of St. Catharines/Brock University Joint Executive Committee steering the downtown Academic and Cultural Arts Centre and the YMCA of Niagara Board. He was president of the St. Catharines Sports Council, the provincial appointee to the Niagara Parks Commission, the creator of the Spirit of Brock Medal, a recipient of the Lifetime Achievement Award from the Greater Niagara Chamber of Commerce and the Paul Harris Fellowship Award, and benefactor of Brock University, the Niagara Community Foundation, United Way and Walker Family Cancer Centre. Further, David S. Howes was very supportive of the redevelopment of the recreational, commercial and tourist amenities of the Port Dalhousie Harbour Area.
