Fee Assistance in Recreation (FAIR)

The FAIR program assists City of St. Catharines residents living in low income opportunities to participate in group recreation and leisure activities provided by the City.

Type of assistance available:

  • 50 per cent discount on all registered programs (preschool, child, youth or teen) provided by the City of St. Catharines (maximum four programs per person per calendar year)

  • 50 per cent discount on a registered adult program provided by the City of St.Catharines (maximum four programs per person per calendar year)
  • 50 per cent discount on an individual swim pass for up to a 12 month period

  • 50 per cent discount on a membership to the City of St. Catharines Older Adult Centres

Who can apply for FAIR?

To qualify you must meet the following criteria:

  • Live in the City of St. Catharines
  • Have a family income that falls below the Low-income Cut-Off (LICO) for your family size (see chart)

Low Income Cut-off Figures (before Tax) by Number of People in Household*

  • 1 person- $21,186

  • 2 people- $26,373

  • 3 people- $32,423

  • 4 people- $39,367

  • 5 people- $44,648

  • 6 people- $50,357

  • 7 people- $56,064

How to apply for FAIR

  1. Download and complete the Fee Assistance in Recreation (FAIR) Application Form. The form can also be picked up from any Recreation and Community Services Customer Service Centre.
  2. Photocopy proof of your residence in St. Catharines (i.e. drivers license, property tax bill, or utility bill).
  3. Photocopy last year's Notice of Assessment for each adult in the household from the Canada Revenue Agency. If you are not able to find last year's Notice of Assessment you can call the Canada Revenue Agency at 1-800-959-8281 to obtain a copy of the "Income Tax Return - Information Regular" (which shows line 150).
  4. Place the completed form and documentation in an envelope marked:
    City of St. Catharines
    Fee Assistance in Recreation Program
    St. Catharines Kiwanis Aquatics Centre
    425 Carlton St.
    St. Catharines, ON L2M 4W9

  5. Alternatively, you can drop off the completed form with all required documentation to any of the following locations and forwarded for you to the St.Catharines Kiwanis Aquatics Centre to be processed:
    • Parks, Recreation and Culture Services Administrative Offices - 320 Geneva St.
    • Seymour-Hannah Sports and Entertainment Centre - 240 St. Paul St. W.

    • City Hall, Citizens First Counter - 50 Church St
  6. You will be contacted within two weeks of receipt of the application.

Prokids

The Niagara Region's ProKids program supports the participation of eligible children and youth in the sport, recreational or cultural activity of their choice.

ProKids can assist in covering some or all of the cost of recreational/cultural programs if you:

  • Live in Niagara
  • Have a child between 0-18 years old
  • Have a taxable income below $40,000 (per year)
