The City of St. Catharines is committed to providing high quality and available parking to enhance the quality of life for our residents and visitors. Tickets may be given to owners or operators of motor vehicles who fail to obey parking by-laws.
As of June 16, parking fines under $100 will now be appealed to a Screening Officer appointed by the City, a process designed to speed up the appeal process for residents while freeing up time inside provincial courts.
Under the new system, residents will request to appeal a parking ticket by submitting a Screening Request Form. City staff will then set a date and time for residents to meet with the City's Screening Officer, with appeals now held inside City Hall rather than provincial courts. Appeals will be heard within one to two months of the request being made, while under the previous system appeals took up to six months to be addressed.
Municipal by-law enforcement officers are contracted out. Payments for penalty notices (formerly known as parking tickets) are handled by Parking Services, located on the second floor of City Hall between the hours of 8:30 a.m. to 4:30 p.m., Monday to Friday.
Please note that we do not handle moving violations. These are dealt with at the provincial level.

Payments for parking violations are handled by the Financial Management Services department located on the second floor of City Hall between the hours of 8:30 a.m. to 4:30 p.m., Monday to Friday.
For your convenience, the City of St. Catharines has engaged Paymentus Corporation to provide an option to pay parking tickets online or over the phone using a valid VISA or MasterCard credit card. Paymentus is a third party provider. Paymentus charges a non-refundable convenience fee of $1.95 per ticket, for the service. Payments are still available to be made via the telephone but please note that a charge of $1.95 per ticket will still apply
