St. Catharines Heritage Advisory Committee

Background

The Ontario Heritage Act (OHA) enables the municipality to establish a municipal heritage committee to advise and assist the council on matters relating to Part IV (Conservation of Property of Cultural Heritage Value or Interest) and Part V (Heritage Conservation Districts) and such other heritage matters as the council may specify by by-law. Where a council has appointed a municipal heritage committee, the council shall consult with its committee on matters legislated by the OHA.

Statement of Purpose

The St. Catharines Heritage Advisory Committee (SCHAC) provides advice to Council and staff on measures to protect and enhance heritage resources based on conventionally accepted conservation practices and methods.

The Committee is consulted in matters of designation and repeal of designation. The Committee develops the reasons for designation and makes recommendation based on its research.

The Committee fulfills a number of other roles. These include: conducting research for designations inventories and plaques and consulting with property owners interested in heritage designation, working with Staff to prepare designation packages for Council and plans and organizes designation and plaque unveiling ceremonies.

The SCHAC also works with other heritage organizations and strives to provide public outreach and education. In particular, the Committee develops projects that celebrate built heritage and creates education programs to foster a better understanding of heritage and the importance of heritage preservation and adaptive reuse. The Committee also develops "how to" guides for heritage home and building owners. These efforts are promoted by Committee members through media outlets and liaisons with other heritage groups.

To fulfill its mandate the Committee will be familiar with and consider the respective heritage district plan/guidelines as well as by-laws designating individual properties under the OHA. The committee will also consider the Garden City Plan as well as any other provincial or applicable heritage resource (eg. the Ontario Heritage Tool Kit). Staff will either provide these resources to members or directions to where they can be found. 

Composition

The Committee shall be comprised of not fewer than five (5) and up of nine (9) members, as follows:

Up to 9 citizen members, with heritage skills and experience, including but not limited to the following fields:
heritage related research;
architecture, design;
restoration, conservation, construction;
history, genealogy;
historical public outreach and education, or
planning, geography.

Previous experience interpreting heritage district guidelines or plans and a demonstrated interest in heritage matters through membership in local or provincial heritage organizations is desirable. 

Individuals that are not eligible electors in St. Catharines, but reside elsewhere in the Region of Niagara may be considered for appointment if there is a demonstrated connection/knowledge to St. Catharines heritage or to achieve the heritage skills and/or experience noted above.

Members of the St. Catharines Heritage Permit Advisory Committee may also serve on this Committee.

Reporting Structure 

This Committee reports to the Cultural Sustainability Committee. The Chair of the St. Catharines Heritage Advisory Committee will also be a member of the Cultural Sustainability Committee.

Administrative support to the St. Catharines Heritage Advisory Committee shall be provided by the Planning and Building Services Department, which shall assign a Secretary to the Committee. A representative from the Planning and Building Services Department (who may also be the Secretary) also serves as advisor to the committee, providing professional support, technical advice and research, and budget preparation and control.

To facilitate and focus the Committee's mandate, sub-committees may be established, for example:

  • Designations, Plaquing and Ceremonies
  • Public Outreach and Education
  • Research and Inventory
  • Heritage Districts
  • War of 1812

The structure and composition of the sub-committees is reviewed at the beginning of each new term of the Committee.

Meeting Schedule and Location(s)

The Committee meets monthly or at the discretion of the Chair. Meetings are generally held on the second Thursday of the month, commencing at 4:30 p.m. in the Burgoyne Woods Room (Third Floor, City Hall).

Special meetings may be called at the discretion of the Chair and may involve site visits to properties that are the subject of heritage designations, Designated Property Grant (DPG) applications, etc. Members should expect involvement beyond the regularly scheduled monthly meeting.

Other

The Committee shall conduct its meetings in accordance with and otherwise comply with the City of St. Catharines Simplified Meeting Procedures for advisory bodies.
