Responsibilities

Overview

Provides strategic leadership and management to a portfolio of departments and develops initiatives that meet the infrastructure and recreational needs of the community and local business growth.

  • Prepares, recommends and implements business plans to meet the strategic priorities of the City of St. Catharines.
  • Acts as advisor to the CAO on matters relating to Operations, Economic Development and Community Engagement.
  • Prepares reports and recommendations to provide information, advice and opinion to the CAO and Council regarding relevant issues under the jurisdiction of the Commission.
  • Sets out service standards and programs that ensure an integrated approach to meet the City's objective for a sustainable infrastructure network, Asset Management Plan and Recreation Master Plan.
  • Prepares and submits annual budget estimates and oversees the administering of the Commissioner's budget utilizing resources allocated within the approved budget.
  • Acts as a member of the City's executive management team contributing to strategic corporate decision-making that supports the achievement of goals and objectives.
  • Approves policy and oversees compliance.
  • Represents the City and provides liaison with other municipalities and levels of government to matters relevant to the Commission.
